Section 28 or Clause 28 was a legislative designation for a series of laws across Britain that prohibited the "promotion of homosexuality" by local authorities. Introduced by Margaret Thatcher's Conservative government, it was in effect from 1988 to 2000 in Scotland and from 1988 to 2003 in England and Wales. It caused many organisations such as lesbian, gay, bisexual and transgender student support groups to close, limit their activities or self-censor. The law is named after Section 28 of the Local Government Act 1988, which added Section 2A to the Local Government Act 1986. Enacted on 24 May 1988, the amendment stated that a local authority "shall not intentionally promote homosexuality or publish material with the intention of promoting homosexuality" or "promote the teaching in any maintained school of the acceptability of homosexuality as a pretended family relationship". It was repealed on 21 June 2000 in Scotland by the Ethical Standards in Public Life etc. (Scotland) Act 2000, one of the first pieces of legislation enacted by the new Scottish Parliament, and on 18 November 2003 in England and Wales by section 122 of the Local Government Act 2003.

Reconnecting Rainbows was first founded in 2017 as an initiative to promote LGBTQIA+ mental wellbeing by encouraging participation in the arts. We held our first public event at Solent Showcase Gallery in March 2018, which marked the launch of the ‘LIFEsaving Allies’ campaign for trans wellbeing, and also participated in several Pride events and the Festival of Life and Death. The idea of publishing an anthology of work by trans and non-binary writers grew out of the ‘Art SO Trans’ event organised in Southampton in March 2019 to mark Trans Day of Visibility. A total of 26 contributors from the UK, USA and Kenya submitted poems and/or song lyrics that were accepted for publication, in the book. The result, five months later, was TransVerse: We Won’t Be Erased!, edited by Ash Brockwell. We underwent a complete rebrand in 2020 as Reconnecting Rainbows Press (RRP), with a new logo and vision statement. This was followed, in the summer of 2021, by the publication of TransVerse II, No Time for Silence: Words of Survival, Resilience and Hope, with over 50 contributors from four continents. Since then, Reconnecting Rainbows Press has gone on to publish several solo works including young-adult fiction, poetry anthologies, and non-fiction titles. Reconnecting Rainbows Press is a community interest company (14570208) registered in the United Kingdom. All of our profits go back into helping marginalised communities publish their works and tell their stories.
